Paul Radhabinod is the UN commander of Yokohama Base in the Alternative Universe. He is base's first commander and has been managing the base's defense since his appointment in 1999.
Although Yuuko basically runs the place, Radhabinod is Yokohama Base's highest military authority and has final say on all military matters pertaining to it. He leaves handling of A-01 to Yuuko and has a close working relationship with her. He is fully briefed on the base's secrets and research and is an ardent supporter of Alternative IV. His rank is Brigadier General.

Paul appears near the end of Unlimited explaining to the cadets of 207th Training Unit about the cancellation of Alternative IV and implementation of Alternative V.
Alternative[]
Paul gives two speeches of note in Alternative.
The first is to the 207th Training Unit after they graduate following the Japanese coup d'état. He also eulogizes the losses after the Yokohama Base Incident and inspires the survivors to fight on.
Radhabinod oversaw the successful Defense of Yokohama Base and protecting the 00 Unit, although the base was basically destroyed and almost all troops lost.

- Paul is named after Radhabinod Pal, an Indian judge who sat on the "Tokyo Trials" in 1946.
- The announcement that Norio Wakamoto would still voice him in the anime adaptation, while the rest of the cast was being replaced with new talent, was met with applause during the pre-screening of the first two episodes.
