The Phoenix Initiative was a Boening project started in 1999, meant to upgrade the aging F-15 Eagle to third-generation TSF standards of performance at low cost through simple renovation and retrofitting of parts.
A proof-of-concept experiment was conducted with the Active Eagle at the Yukon Base in Project: PROMINENCE.
The knowledge from this project is used in the XFJ Program to overhaul the Type-94 Shiranui into the Shiranui Second; later it was used to create the Silent Eagle, its Japanese export version the Gekkou.
